All This Rain & Not Enough Snow

Our weather forecasters, here in the Pacific Northwest, say though we've had lots of rain, that our snow cap is still short of normal by 33% or more. That the snow we are getting is too powdery & thus isn't giving us the necessary thick cap we need to sustain us through the summer.
