Odd Weather & Noisy Children

We are having some rather odd, dry weather up here in the Pacific Northwest! It is usually raining and cloudy this time of year, yet it is clear & dry.
Most would enjoy this change, but I am rather unhappy!
I have a neighborhood of rowdy kids of whom their parents obviously have no parenting skills. Because of the nice weather these Rug Rats are out playing...i.e. Screaming at the top of their lungs and throwing pine cones at each other!
I pray for rain soon!
